Director of Community Services (personal experience w/disability req’d, salary start in upper 40’s) health insurance and other benefits. Advocacy strengths req’d. Provide direct supervision of peer counselor staff, program development and management team. Local Independent Living (IL) services grants outcomes and reporting. Familiar with Federal and VA disability policies, community resources specific to Voc Rehab, Medicaid, assistive technology, housing and SS—all strongly preferred.

Job Title: Director of Community Services

Job Summary: Provides programmatic oversight; staff supervision; participate in senior management team to support Executive Director; participate in grant, contract development, supervises statistical and demographic reporting with particular emphasis on core IL services delivery; provides program development; planning.

Essential Duties & Responsibilities:

  1. Provides program oversight, supervision and support to diverse staff including Peer Counselors, Core IL Systems Specialists to ensure accurate and timely IL service delivery consistent with Title VII, Part B & C of the Rehabilitation Act of 1973, as amended.

  2. Provide direct supervision and support for maintenance of Disability Resources Library, Webpage accuracy, I&R Frequently Asked Question information.

  3. Provide direction and support to Peer Counselors and Core IL Services staff to instill quality in their function as Information Providers, Advocates, Housing Counselors and Employment Specialists, including increasing consumer directed outcomes through collaboration with local government housing Consolidated Planning, and public and/or private expansions of employment opportunities for persons with disabilities by applying technical expertise and offering technical assistance or training on the Fair Housing Act (as amended).

  4. Advocate for federal, state and local policies on issues related to disability.  May at times require working past regular work day schedule.

  5. Cooperate with the Director of Administration to provide oversight of staff scheduling, grant-based reporting of staff time and leave requests.

  6. Organize and direct or co-facilitate staff meetings on a group or individual basis.

  7. Develop or encourage staff participation in training opportunities and staff development activities, particularly to expand technical expertise and IL applications of the Virginians With Disabilities Act, the Americans With Disabilities Act, the Architectural Barriers Compliance Act, Sections 504 and 508 of the Rehabilitation Act, the Telecommunications Act, the Older Americans Act and Medicaid, Medicare and private health care insurance programs.

  8. Meet and participate with the Executive Director and Director of Advocacy and Outreach.

 

Peer Counselor FT or PT (personal experience w/ disability req’d salary begins mid $30’s) health insurance. other benefits. Knowledge of peer modeling, independent living, and self-help req’d. Demonstrated abilities in communication and interpersonal skills req’d. Familiarity with community resources specific to Voc Rehab, Medicaid, assistive technology, housing, or SS strongly preferred.

Job Title: Peer Counselor

Job Summary: Provide diverse Independent Living (IL) services for persons with disabilities on an individual, group and community basis.

Essential Duties and Responsibilities:

  1. Provide IL services, including but not limited to Advocacy, Education, Outreach, and information and Referral (I&R) to community members.

  2. Provide customer services to all members of the community who contact ECNV for disability related services.

  3. Develop and maintain peer relationships with numerous active participants and other consumers.  Initiate and maintain Consumer Service Records (CSRs) with participants seeking individualized IL services.

  4. Establish service goals with individual participants to successfully achieve consumer-directed outcomes.  Provide IL services including but not limited to Advocacy, IL Skills Training, Peer Counseling, and I&R, and other IL services mandated by grant requirements.

  5. Assist and empower participants with locating resources to support self-sufficiency, coordinating with outside agencies as required.

  6. Maintain CSRs, paperwork, contact notes, and monthly statistics.  Complete monthly service and outcome reports in accordance with established deadlines.  Maintain and increase knowledge and understanding of: IL philosophy, services and systems in Northern Virginia, resources to support self-sufficiency, relevant legislation (e.g. The Virginians with Disabilities Act, The Americans with Disabilities Act, The Fair Housing Act, Individuals with Disabilities Education Act (IDEA), Social Security Act, The Rehabilitation Act of 1973 (as amended), etc.). Money Follows the Person (MFP) Act and other areas as required.

  7. Develop I&R resources including ECNV FAQs (Frequently asked questions) as directed.

  8. Facilitate consumer-directed support, special focus, and social groups as assigned.

  9. Understands clearly the impact of federal disability-related laws and regulations on state and local policy and service delivery systems and demonstrates deductive ability with analytical thinking skills in accessing information through a variety of ways to interpret technical information for beneficiaries in locating Social Security benefits, Assistive technology, PAS, transportation, housing, employment and planning resources.

  10. Skillfully applies knowledge of SSI and SSDI disability programs, SSA Field Office structures, and other public and private benefits programs and systems to assist consumers, participants, recipients and beneficiaries in locating and accessing Social Security benefits and planning resources.

  11. Work as a team both in terms of working with participants and with other Peer Counselors and ECNV staff.

  12. Perform other duties as assigned.
