Operationalizing Effective SILCs

Target Audience

This training is intended for Statewide Independent Living Council staff and members, including representatives of Designated State Units.  It will provide the fundamentals of SILC duties, roles, and responsibilities; SPIL development and monitoring of implementation; community needs assessment; strengthening partnerships with DSUs and other agencies; and membership appointment and orientation; as well as provide examples of how to implement these.

Learning Objectives

By the end of this training, participants will be able to:

  • Perform SILC duties, roles and responsibilities as defined in the Rehabilitation Act and federal guidelines

  • Utilize tools and techniques for strategic data gathering and analysis to identify community IL needs for planning and developing their next SPIL

  • Engage in the development of a SPIL with their DSU that prioritizes and addresses the IL needs in their state and meets federal requirements

  • Develop a focused plan for monitoring, reviewing, and evaluating the implementation of their current SPIL

  • Strengthen partnerships with their DSUs, CILs, SRCs and other agencies to foster effective IL programs in their state
  • Apply effective practices in recruiting SILC members, collaborating with appointing authorities; and orienting new members to independent living, SILC functions, and member responsibilities
