Disability & Disaster

Centers for Independent Living (CILs) and Statewide Independent Living Councils (SILCs) play a crucial role in disaster response and recovery for individuals with disabilities. Historically, people with disabilities have been excluded from disaster planning, leading to inadequate preparation, increased vulnerability, and a greater risk of institutionalization. This oversight often leaves individuals unable to evacuate safely, access necessary resources, or receive adequate care.

CILs and SILCs work collaboratively to address the unique needs of people with disabilities at all stages of disaster preparedness, response, and recovery. They advocate for inclusivity in disaster planning, emphasizing accessibility in emergency management discussions to create effective emergency plans that minimize risks and enhance resilience.

During disasters, CILs provide vital information and resources tailored to individuals’ needs, such as accessible transportation, personal assistance, and healthcare services. After a disaster, they assist with recovery by helping individuals navigate housing, financial assistance, and healthcare access, empowering them to regain their independence.

By fostering collaboration among local governments, emergency agencies, and nonprofits, CILs and SILCs contribute to community resilience. They also facilitate training for first responders to ensure they can effectively support individuals with disabilities during emergencies.

Our organization is dedicated to supporting the essential work of CILs and SILCs in disaster response and recovery. We advocate for policies that prioritize accessibility to enhance disaster response systems and empower individuals with disabilities to lead independent lives.
