NCIL, APRIL, and NASILC Statement on Leaked OMB Memo Regarding HHS Proposed Budget
NCIL, APRIL, and NASILC are currently reviewing the recently leaked internal Office of Management and Budget (OMB) document for the Department of Health and Human Services (HHS) Fiscal Year 2026 budget. At this time, while it doesn’t propose cuts to the Independent Living Program, we are deeply concerned about the proposed elimination of vital disability programs such as Protection & Advocacy Agencies and State Developmental Disabilities Councils that are essential to the rights and well-being of our community.
The federal appropriations process involves several steps, including hearings, markups, and negotiations in both chambers of Congress. We recognize that the President’s proposal is only the beginning of that process, and we are committed to advocating vigorously to protect the programs our community relies on.
We will be issuing a more detailed joint statement and information on next steps in the coming days after a thorough analysis of the proposal. Thank you for your continued partnership and advocacy.
