Reconciliation Bill: Medicaid and SNAP Update
On Wednesday at 1:00 a.m., the House of Representatives Rules Committee began the mark up of the House Reconciliation Bill. This mark up lasted many hours while a meeting was held with the President to come to a consensus on different provisions of the bill. After the meeting with the President concluded, the Rules Committee completed their mark up. The final bill went to the House floor for a vote at 1:00 a.m. Thursday.
The final bill’s policy provisions estimate that the bill contained $715 billion in Medicaid cuts. The Congressional Budget Office (CBO) estimates that over 8 million people across the United States will lose healthcare coverage through Medicaid as a result of this bill. This estimate, combined with those expected to lose healthcare as a result of cuts to Affordable Care Act provisions, would result in an estimated 13.7 million people throughout the U.S. losing access to healthcare coverage.
The final bill moved up the work reporting and job loss penalties (work requirements) from 2029 to implementation in December 2026. The final bill’s policy provisions would result in $300 billion in cuts to SNAP benefits.
The House passed this bill in the middle of the night by a 1-vote majority. The fight now moves to the Senate.
