Opening Doors: Advancing Consumer Control Through HCBS Systems Advocacy

This interactive workshop will explore how Home and Community-Based Services (HCBS) systems advocacy directly supports the core services of Centers for Independent Living (CILs). Participants will learn how advocating within the HCBS system opens doors to greater consumer control, community living, and independence for people with disabilities.

Through real-world examples from different states, the session will highlight successful strategies for engaging in HCBS systems advocacy—including participation in the public comment process, consumer advisory committees, and other community-driven initiatives. Presenters will share how their programs sparked conversations that increased access, improved quality of services, and ensured that the voices of disabled people are centered in policy and planning.

Participants will leave with practical tools, ideas, and inspiration for advancing HCBS advocacy efforts that align with Independent Living philosophy and strengthen consumer leadership.
