Job Description: Mobilization and Engagement Coordinator

Reports To: Executive Director and Director of Advocacy and Public Policy

Location: Washington DC or (DMV Metro Area preferred)

Type: Full-Time, Exempt

Salary Range: $65,000

About NCIL

The National Council on Independent Living (NCIL) is the longest-running national cross-disability, grassroots organization run by and for people with disabilities. NCIL advances Independent Living and disability rights nationwide through a powerful network of individuals, Centers for Independent Living (CILs), and Statewide Independent Living Councils (SILCs).

Position Overview

The Mobilization and Engagement Coordinator will play a vital role in engaging and mobilizing NCIL’s membership work from administrative coordination to impactful grassroots organizing. This position will activate and empower NCIL members to take collective action, build advocacy capacity, and drive systems change. The role is equally focused on supporting members in fully utilizing NCIL’s membership platform to maximize all benefits and opportunities available to NCIL members.

The Mobilization and Engagement Coordinator will be jointly supervised by NCIL’s Executive Director and Director of Advocacy and Public Policy.

  • Executive Director: Provides limited oversight focused on ensuring that membership renewals, invoicing, and related revenue processes are completed accurately and on schedule.
  • Director of Advocacy and Public Policy: Provides direct and ongoing supervision of the Mobilization and Engagement Coordinator. Oversees the Coordinator’s daily activities, ensuring alignment with NCIL’s advocacy priorities and engagement goals.

Key Responsibilities

Advocacy & Mobilization

  • Assist with developing and leading national grassroots mobilization efforts in coordination with the Director of Policy and Advocacy and Director of Communications.
  • Draft action alerts, campaign messages, and mobilization materials in collaboration with the Director of Policy, advocacy Co-Chairs, and Director of Communication.
  • Engage regional representatives in actions tied to advocacy issues and policy objectives as directed by the Director of Public Policy.
  • Coordinate and mobilize members within each state, working directly with CILs, SILCs, and individual advocates to ensure advocacy priorities are identified, aligned, and acted upon in connection with NCIL’s national campaigns.
  • Provide tailored support to state leaders and partners to strengthen state and local advocacy campaigns and ensure timely mobilization around advocacy activities
  • Provide strategic support to NCIL’s Regional Representatives for grassroots organizing.
  • Assist with recruitment and engagement of Advocacy Subcommittee Chairs and members.

Member Engagement & Leadership Development

  • Work with the Membership Committee Chair to create and implement strategies that increase recruitment, engagement, and retention.
  • Assist with recruitment and engagement of Membership Committee Chairs and members.
  • Maintain and update committee membership lists.
  • Build and maintain relationships with CILs, SILCs, and individual advocates to deepen the membership experience.
  • Provides monthly membership reports to Regional Representatives, NCIL Staff, and NCIL Board. 
  • Provides weekly membership updates to NCIL Staff.
  • Support NCIL events, both virtual and in-person, as directed.
  • Other duties as assigned.

Membership Systems & Support

  • Manage and maintain the members’ portal, including providing training and technical support to ensure access to tools, renewals, and updates.
  • Maintains, populates, and updates the NCIL database to include and keep current vital contact information for NCIL members, donors, training and conference attendees, non-member CILs and SILCs, etc.
  • Manages ncil@ncil.org email account.
  • Use the members’ portal to track new members, renewals, engagement metrics, and identify other outreach opportunities.
  • Answer questions via phone or email related to information and referral calls and training & technical assistance.
  • Other duties as assigned.

Required Qualifications

  • Strong communication skills, including the ability to write action alerts and mobilization content.
  • Experience engaging diverse communities and facilitating advocacy-related trainings or events.
  • Excellent relationship-building and collaboration skills.
  • Proven record of engaging with and growing membership at a membership-based organization.
  • Demonstrated experience in community organizing, grassroots advocacy, or movement-building.

Preferred Qualifications

  • Experience with membership management platforms.
  • Experience with Microsoft Suite and/or other processing programs.
  • Familiarity with the Independent movement and philosophy, disability rights and a commitment to disability justice.
  • Lived experience with disability and/or deep ties to the disability community is strongly encouraged.
