NCIL Committees & Subcommittees

Executive Committee – Chair: Jason Beloungy (President)

This committee is not open to new members.

The NCIL Executive Committee is comprised of the four Board Officers, Regional Representative Chair, Empowerment in Access Committee Chair, and the Executive Director of NCIL. They act on behalf of the Governing Board between Board meetings regarding any actions that are consistent with the mission and direction of NCIL. All actions taken are done in accordance with the goals of NCIL and within the approved yearly budget

Finance Committee – Chair: Whitney Doyle (Treasurer)

NCIL’s Finance Committee meets monthly and consists of the Board Treasurer as well as other members appointed by the Board President. Their goal is to develop and present an annual operating budget to the Governing Board, monitor the financial operations of NCIL, provide regular financial reports to the Board, and oversee the development and updating of NCIL’s fiscal policies and procedures.

Advocacy & Public Policy Committee – Chair: Amer Smock (Vice President); Co-Chair: Jenny Stonemeier

The Advocacy and Public Policy Committee is chaired by the NCIL Vice President and co-chaired by the CIL Capacity Building Committee Chair. Other members of the committee include other advocacy subcommittee chairs, the Regional Representative Chair and other policy experts selected by the Vice President. The goal of the Advocacy & Public Policy Committee is to support and provide input to NCIL’s Advocacy and Public Policy staff to draft or analyze proposed legislation and/or regulations and maintain awareness of activities that have the potential to impact CILs, SILCs, and individuals with disabilities. Additionally, they support NCIL’s Advocacy and Public Policy Staff to establish preliminary positions and strategies.

Empowerment in Access Committee – Chair: Vicki Landers

NCIL’s Empowerment in Access Committee has purposes that include representing the concerns of individuals with disabilities that have intersecting marginalized identities, reviewing NCIL policies and procedures through a DEAI lens, provide input on ways in which to increase the participation of individuals with disabilities from diverse or underrepresented populations, and review and provide feedback on NCIL program or project proposals to ensure cultural sensitivity. This committee is chaired by the Empowerment in Access Chairperson elected by membership to serve as a member of the Board in that position.

CIL Capacity Building CommitteeChair: Jenny Stonemeier

The CIL Capacity Building Committee has multiple roles that include:

  • providing analysis of legislation and regulations that pertain to the IL Program and have potential to impact CILs and SILCs
  • supporting NCIL’s Advocacy and Public Policy staff with drafting / analyzing proposed legislation and regulations
  • drafting reports of committee activities for the Governing Board and NCIL membership

Membership on this committee requires a consistent contribution by all members. This contribution involves routine attendance to monthly subcommittee meetings, participation in the meetings and email discussions, assistance with research and planning efforts by the committee, and voluntary support of sharing in the cost of conference calls.

Operational Excellence CommitteeChair: John Herring (Secretary)

NCIL’s Operational Excellence (OE) Committee meets monthly and is Chaired by NCIL’s Board Secretary. The OE Committee is responsible for the regular review of the NCIL Bylaws, personnel policies, Board operating procedures, and other policies approved by the Governing Board. Additionally, the committee is responsible for Board trainings, grievance reviews, denied membership applications, and other operating protocols of the organization.

Regional Representatives Committee – Chair: Kimberly Meck (Region 10 Representative)

This committee is not open to new members.

The Regional Representatives Committee is comprised of the 10 NCIL Regional Representatives. They are responsible for planning and implementing ways to maintain and expand communication with NCIL’s membership, assisting with building and coordinating grassroots coalitions, and collaborating with the NCIL Membership Recruitment & Retention Committee.

Programs and Projects Committee Chair: Tami Hoar

The Programs and Projects Committee is responsible for supporting and providing input into NCIL’s trainings, education, and resources. They will also oversee all program expansion and development and review training participant data regularly to identify trends and future needs. The Programs and Projects Committee has one associated subcommittee, the Annual Conference Subcommittee.

Membership Recruitment and Retention Committee – Chair: Edward Mitchell

The Membership Recruitment and Retention Committee (MRRC) aims to support the mission of NCIL by engaging with membership and allies to keep a finger on the pulse of the Independent Living Movement. This committee serves as a liaison to the NCIL Board and staff to ensure that members help guide the work of NCIL. The IL Network is driven by our members, and we need voices and communication to ensure the success of our shared mission.  With these goals in mind, the MRRC works to recruit and retain NCIL members to build a stronger Network for NCIL and the IL Movement.
