Federal Fiscal Year 2026 Budget Update

Dear Independent Living Community,

We know that CILs and SILCs are anxious to ensure the expected federal funding for this year comes through. Our consumers depend on it, and our community depends on it. We want to keep you informed and empowered in your planning and decision-making by sharing updates as soon as they are available.

Last week the Senate passed the five remaining appropriations bills, along with a two-week continuing resolution to temporarily fund the Department of Homeland Security after it was removed from the previous appropriations package.

The federal government is now in a partial shutdown because the bill proposed by the Senate differs from the version previously passed by the House of Representatives.

During this time, many activities at the Administration for Community Living are paused until funding is restored, with only limited operations continuing. Part B funding is tied to the fiscal year, and notices of awards cannot be issued during the shutdown. That may delay distribution to states and CILs & SILCs. Part C funding is on a different cycle and is not disrupted. Drawdowns of current Part C funds may continue as usual.

It has been reported that the House is expected to vote on the Senate-passed legislation on Tuesday.

NCIL staff are in DC this week and we will continue to share updates as new information becomes available.
